Olá,
tivemos uma grande reunião e as melhores idéias surgiram no final!

Ursula tem a aprovação dos membros de usar o nome Consorcio em uma palestra sobre a emigração, a ter lugar no Pilar Empresarial na Rua das Aranhas, 51, Tel. 2914 222001 (para se inscrever para o evento) em 14 de dezembro, após seis horas. Ursula, como emigrante, vai dar informações sobre a forma como esta funcionou para ela, e que para ter cuidado. O alvo são os jovens que estão pensando em emigrar, o evento vai ser publicado pela Empresarial Pilar. Alguns de nós estão esperançosos de que os jovens que emigram agora vao voltar um dia, com experiência, dinheiro e vontade de mudar as coisas na ilha, mas Gonçalo, ele próprio jovem, é pessimista sobre isso.

Nossa visita a Meia Serra:
Fomos para ETRS, a usina de tratamento de resíduos na Meia Serra, foi muito interessante. Nós conversamos com o chefe químico da planta que tem de fiscalizar todas as emissões e certifiquar de que a planta não polui o meio ambiente.

A planta pertence à empresa pública Valor Ambiente, Meia Serra pode receber grupos, mas não tem um orçamento para informar o público sobre o seu trabalho (ou para corrigir boatas sobe o que acontece lá).
A parte de queimar lixo hospitalar e carcaças de animais não está funcionando no momento. Esta parte não é conforme com os regulamentos e o processo judicial está no mais alto tribunal da União Europeia neste momento. Estes resíduos tem ainda de ser enviados para o continente a ser tratada (muito caro).

A incineração de resíduos mistos funciona muito bem, eles têm dois fornos, neste momento eles precisam de apenas um, pois não é que grande parte dos resíduos. O volume de resíduos diminuiu em setembro 2009, no inicio da crise. Minha teoria: se o volume de resíduos aumentar, a crise será nos últimos estágios. A planta pode queimar até 8 toneladas de resíduos por hora e está usando menos de 50% da sua capacidade. A fábrica recicla quase 100% da água necessária para o resfriamento e vapor, só no verão eles triam um pouco a partir de um pequeno rio próximo. As cinzas – muito tóxico, dependendo do que compõe a mistura de resíduos – é transformado em blocos de cimento que são depositadas em um aterro sanitário; o primeiro (desde 2004) está quase cheio para que eles estão preparando um novo. A queima de resíduos gera vapor que aciona uma turbina, gerando eletricidade. 25% da energia elétrica é reutilizado pela própria planta, 75% é vendido para EEM (um pouco mais caro do que a energia produzida pelo petróleo), o que representa 50% da eletricidade usada em toda a ilha (o resto vem da água, óleo e vento / solar). Quanto mais resíduos queimamos, mais eletricidade pode ser entregue da Meia Serra.

A planta também produz “BioValor” composto a partir de resíduos verdes, principalmente entregue pelas Camaras. Para declarar que fosse orgânico, o composto teria de ser utilizado para a plantação de árvores, flores e outras espécies, e o solo que têm de ser analisados ​por alguns anos – não irá acontecer. Por isso, o composto não pode ser usado por propriedades orgânicas tais como do David e Patricia, eles têm que importar de outras fontes. O composto da Meia Serra costumava ser de gratis e os madeirenses foram para o buscar, agora custa 10 cêntimos / kg e eles não estão tão interessadas (para uma terrono grande, isso pode ser muito caro).

A planta também recicla águas residuais com métodos químicos e de osmose, e o resíduo em forma de lama é enterrado em aterros. A planta também tem um depósito de pneus (pneus).

ValorAmbiente também tem algumas plantas de tratamento de resíduos, na Calheta (nãofunciona) e em outros lugares. O engenheiro disse que eles poderiam trabalhar, existem apenas pequenos problemas técnicos – problemas políticos parecem ter mais impacto sobre esta situação.

Na Ribeira Brava, Porto Novo e Porto Santo há centros para a triagem (separação) dos reciclados. Os resíduos dos ecopontos e de separação de resíduos em Funchal chegam lá e são separados. Papel, plástico / metal e vidro são enviados para o continente. Apenas o lixo doméstico misturado é entregue (em caminhões escuros verdes, nenhuma outra cor) da Meia Serra. Porto Novo ou Ribeira Brava é o lugar onde queremos visitar seguinte, para ver se eles realmente fazem o que eles estão dizer.

O engenheiro é Meia Serra não esquivou das perguntas difíceis, tornou-se óbvio que ele vê problemas na arena política que dificultam uma melhor solução em diversas áreas.

David teve a idéia (confirmada pelo engenheiro na Meia Serra) que o trabalho prisional poderia ser usado para coletar fiteira e levá-lo à Meia Serra para ser transformado em composto (que eu acho, pode ser vendido por barco para Marrocos). Muitos prisioneiros têm permissão para trabalhar fora e deixar a prisão durante o dia.

Dê uma olhada em http://www.shs-pt.com, esta é uma pequena empresa no Algarve que vende sistemas solares sem ligacao ao rede – não há venda de energia elétrica para a Casa da Luz, licença não é necessária, portanto, não há problemas.

Ursula escreveu um e-mail para o Diario para ver se eles têm ou terão notícias em reagrds a uma nova forma de ferry de ligação do continente.

We had a great meeting and the best ideas came up at the end!

Ursula got the approval of the members to use the Consorcio name in a lecture on emigration, to take place in the Pilar Empresarial in Rua das Aranhas, 51, Tel 2914 222001 (to register for the event) on December 14 after 6pm. Ursula as an emigrant, will give out information on how this went for her, and what to be careful about. The target are young people who are thinking of emigrating; the event will be published by the Pilar Empresarial. Some of us are hopeful that the youngsters who emigrate now will return one day with expertise, money and the will to move things on the island but Gonçalo, himself a “youngster” is pessimistic about this.

Our visit to Meia Serra:

We went to ETRS, the waste processing plant in Meia Serra, it was very interesting. We spoke to the Chief Chemist of the plant who has to supervise all emissions and make sure that the plant does not pollute the environment.

The plant belongs to the public company Valor Ambiente, Meia Serra can receive groups but does not have a budget to inform the public about their work (or set rumours straight).

The part to burn hospital waste and animal carcasses is not working at the moment. This part is not up to regulations and the court case is in the highest EU court at this time. This waste still has to be sent to the continent to be treated (very expensive).

The incineration of mixed waste works very well, they have two ovens, at this time they need only one because there is not that much waste. The volume of waste decreased in Sept 2009, at the start of the crisis. My theory: if the volume of waste goes up, the crisis will be in the last stages. The plant can burn up to 8 tons of waste per hour and is using around 50% of its capacity. The plant recycles almost 100% of the water needed for cooling and steam, only in the summer they draw a bit from a nearby small river. The ashes – very toxic, depending on what makes up the mixed waste – is processed into cement blocks which are deposited in a landfill; the first one (since 2004) is almost full so they are preparing a new one. The burning of waste generates steam which drives a turbine, generating electricity. 25% of the electricity is re-used by the plant itself, 75% is sold to EEM (a bit more expensive than the electricity produced by oil) and this represents 50% of the electricity used on the whole island (the rest is water power, oil fuel and wind/solar). The more waste we burn, the more electricity can be delivered from Meia Serra.

The plant also produces “BioValor” compost from green waste, mainly delivered by the City Halls. In order to declare it to be organic, the compost would have to be used for planting trees, flowers and other species, and the soil would have to be analyzed for a few years – not going to happen. Therefore the compost cannot be used by organic farms such as David`s, he and Patricia have to import it from other sources. It used to be free, and the Madeirans would come and get it, now it costs 10 cents/kg and they are not interested so much (for a large peace of land, this can be too expensive).

The plant also recycles waste water with chemical and osmosis methods, and the residue in form of mud is buried in landfills. The plant also has a tire deposit (pneus).

ValorAmbiente also has some other waste treatment plants, in Calheta (dosn`t work) and in other places. The engineer said that they could work, there are only small technical problems – political problems seem to have more impact on this situation.

In Ribeira Brava, Port Novo and Port Santo there are smaller triage (separation) plants. The waste from the EcoPontos and from waste separation in Funchal arrive there and are separated. Paper, plastic/metal and glass are sent to the continent. Only the mixed household waste is delivered (in dark green trucks, no other color) to Meia Serra. Porto Novo or Ribeira Brava is where we want to visit next, to see if they really do what they are saying.

The engineer is Meia Serra didn`t duck the difficult questions, it became obvious that he sees problems in the political arena which hamper a better solution in several areas.

David had the idea (confirmed by the engineer in Meia Serra) that prison labor could be used to collect fiteira/bracken and take it to Meia Serra to be turned into compost (which I think, could be sold by boat to Morocco). Many prisoners are allowed to work and leave the prison during the day.

Have a look at http://www.shs-pt.com, this is a small company in the Algarve which sells network-independent solar systems – no sale of electricity to the Casa da Luz, no license needed, therefore no problems.

Ursula wrote an email to the Diario to see if they have or will have news in regards to a new ferry connection form the mainland.
